MW Services Inc. is a general engineering and general building construction firm. With over 23 years of construction experience, this woman and minority owned small business provides multi-disciplined design and construction services as a prime contractor. We perform a diversity of projects, from basic tenant improvements to highly technical, fast-track, design-build construction. We specialize in supporting the missions of military customers through the performance of federal, IDIQ JOC, SABER and MACC contracts. We have also worked with local government agencies, higher education institutions, and private entities. No matter the dollar amount or scale of project, MW Services is fully committed to providing reliable responsive service, and ensuring the delivered project maximizes our client’s quality, cost, and schedule objectives.

Company History

MW Services Inc. was founded in 2000 by Marie Jinky A. Willis and her husband, Aldo Willis, with the primary goal of providing the Department of Defense with quality design and construction services critical to supporting the government’s facilities sustainment, restoration, and modernization objectives. Since that time, we have successfully completed thousands of renovation, repair, and new construction projects on various military bases across the country, from California to North Carolina, in support of the missions of the US Army, Air Force, Coast Guard, Navy, and Marine Corps. Along the way, we also expanded our capabilities to include higher education, public works, and private sector markets.

In the coming years, we aim to diversify our portfolio by branching out into new markets and sectors, while continuing to prioritize the needs of our military clients.

We are also exploring other areas of growth such as commercial and residential construction, renewable energy projects, and international expansion. We believe that by diversifying our portfolio, we can better serve our clients and create new opportunities for our team.

Our Timeline

2000 - Our Founding

MW Services Inc. is established by Marie Jinky A. Willis, President and CEO of the company, after gaining experience in the industry and earning a degree in Construction Management, and serving as past president and founding member of the National Association of Women in Construction student chapter at her university.
2001 - 8(a) Certification and Mentor/Protégé

MW Services becomes certified as an 8(a) Program participant in January 2001 and enters into a Mentor/Protégé Agreement with a large federal contractor later that year to jointly pursue federal IDIQ contracts, with MW Services serving as the 8(a) managing partner, and begins work on its first Navy contract, a Basic Ordering Agreement, in September 2001.
2001 to 2010 - 8(a) Program

MW Services competitively bids, wins, and successfully completes multiple IDIQ contracts for the US Air Force, US Army, US Marine Corps, and US Coast Guard, involving a range of construction disciplines and simultaneous projects at locations across the United States.
2007

Ms. Marie Willis, President of MW Services, is recognized as the U.S. Small Business Administration (SBA) Region IX Minority Small Businessperson of the Year. Region IX includes Arizona, California, Hawaii, Nevada, and Guam.
2009

MW Services receives various awards and recognition for its work, including the Small Business Achievement Award from the Department of Homeland Security in 2009, the NAVFAC SW ROICC Camp Pendleton "STAR" Contractor Safety Award for its performance during the execution of the Design-Build Range 505 Classroom, and selection by the Department of the Navy to participate in a Senior Leadership Safety Council as an elite group of 60 Prime Contractors committed to "Zero Incident" safety.
2010 - 8(a) Program Graduation and Recognition

January 2010: MW Services graduates from the 8(a) Program.
October 2010: The Small Business Administration (SBA), Santa Ana District, recognizes MW Services as the Regional 8(a) Graduate of the Year.
2010- 2011

MW Services completes several high-profile design-build contracts for NAVFAC Southwest and the US Air Force in 2010-2011, receiving safety awards for two projects and winning its first post-8(a) small business set-aside contract, a five-year, $25 million multi-disciplined SABER contract at Little Rock AFB, Arkansas.
2012

MW Services performs its first Job Order Contracts for local government agencies and higher education institutions.
2013

MW Services expands its in-house capabilities by adding a mechanical division in North Carolina, staffed with experts in plumbing and HVAC system design and construction.
2017

MW Services’ capabilities continue to expand as we complete our first ground-up home build, a 14,000 sq. ft. energy-efficient residence constructed with modern and traditional materials in a classic Spanish Colonial Revival style.
MW Services wins its first Women-Owned Small Business (WOSB) Set-Aside contract: a multi-year, multi-disciplined, $25 million Simplified Acquisition of Base Engineering Requirements (SABER) contract at Dyess Air Force Base, Texas.
2019

NAVFAC Southwest awards MW Services a multi-year, $99 million Job Order Contract (JOC) for work at multiple installations in the metropolitan San Diego Area – the largest JOC MW Services has been awarded and performed to date. This was a highly competitive, Women-Owned Small Business (WOSB) Set-Aside acquisition.
Today

Today, our 22-years of providing quality and professional service is carried forward under continued leadership from the original founders, Marie and Aldo Willis. Clarity of direction, customer focus, and perseverance have been major determinants of our success, and are what will lead us to even greater success in the future.
